The U.S. Department of Commerce (DOC) today issued its preliminary countervailing duties on Turkish steel rebar imports.  DOC calculated a preliminary subsidy rate of 3.47% for the mandatory respondent, Habaş Sinai ve Tibbi Gazlar Istihsal Endüstrisi A.Ş. (Habas).  The case is ongoing, with DOC scheduled to announce its final determination on or about May 16, 2017, unless the statutory deadline is extended.

SMA President Phil Bell said:

“A number of SMA member companies, their employees, and surrounding communities continue to be harmed by the injurious behavior of Turkish rebar exporters.  We are pleased with Commerce’s preliminary countervailing duty determination in that it confirms a component of the subsidization that is occurring within the Turkish rebar industry.  Hopefully this indicates a willingness to confront unfair trade and to level the playing field for domestic producers.  We are also optimistic that this preliminary determination will set the stage for strong dumping margins in the days and weeks ahead.”
