This morning, Kris Westbrooks, President and Chief Operating Officer of Metallus, testified before the Congressional Steel Caucus during its State of Steel hearing.

The hearing comes at a pivotal moment for the domestic steel industry. With more than 100 Members of Congress participating in the Congressional Steel Caucus, lawmakers from across the country recognize the essential role steel plays in safeguarding our national security, strengthening America’s manufacturing base and supporting critical supply chains.

In his testimony, Westbrooks highlighted recent policy successes that have helped bolster the U.S. steel industry and support working families, including the Section 232 steel tariffs and the Working Families Tax Cuts enacted by Congress last year. He also highlighted the approximately $110 million Metallus spent in 2025 on new assets and the planned $70 million of capital investments in 2026.

While acknowledging this progress, Westbrooks emphasized that significant challenges remain. He underscored the need to confront unfair trade practices and persistent global steel overcapacity, urging members of the Steel Caucus to continue advancing policies that support domestic steel production, create high-quality American jobs and reinforce the United States’ position as a global manufacturing leader.
